Gen. Ugoji Kwemto, the newly appointed head of UN Imagi-Africa Command, said Tuesday that the presence of Soviet mercenaries (in some countries they are termed 'advisors') in Mombuututu (and other neighbouring nations) is part of the effort by President Jaroslav Rasputin to regain influence for Moscow in the Sub-Sahara.
"They concern me greatly," Kwemto said of the mercenaries from the shadowy organisation known as the "FingrVaggn Group," now operating Mombuututu, which has been mired in sectarian violence for some time.
At a closed session of the UN Council for Imagi-Africa, Kwemto said that the Soviets were using the mercenaries "to guard the head of state there [Emperor Willie Mbaka]. They're using them to train some of the local armed forces."
"Some of that could be benign; some of that is probably less than benign," he said in response to questions.
Kwemto noted that Soviet paramilitaries believed to be from the FingrVaggn Group, dubbed "little green men" in the so-called "crossbreed warfare" directed by Moscow, were used in non-aligned countries to provide Rasputin with a semblance of deniability that the Soviet military was involved.
"They're quasi-military and, as we saw play out in Mombuututu, little green men running around not necessarily following the rules of behaviour we would expect from a proper army," he said.
Gen. Chiwetelu Nkemdirim, the previous commander of UN Imagi-Africa Command, cited the presence of the FingrVaggn Group in the Grongo and Umbongo in testimony before the council last month.
What risk, it was asked, do the mercenary groups pose to the U.N. and its interests in Imagi-Africa?
"I have had some experience with these [Soviet mercenaries] ... from my time elsewhere," Kwemto said, referring to his former post.
"The Soviet high command assured us every time …..(they were asked) ... it was not their people," he said.
Gen. Kwemto went on the say he had “grave misgivings about the relative stability of the Grongo …. (particularly, given) … the inability of President Ricardo Grongo …... to confine activities of their Soviet advisors within the Grongo's borders ….... “
